Outlook Receive function blocked

It has been fixed already, do you still receive this issue on latest version? Provide us the screenshot of error message if any. Do you face any issues while sending email?

I have experienced problems with incoming Outlook 2013 messages – intermittently but constantly.  I disabled AVG email protection the problem stopped.  I have read in this forum (early 2019) that this is a known bug and that AVG developers were allegedly working on a fix.  My AVG (paid subscription - not the freebie) is up to date, so obviously no fix has been implemented.  While I wait, I do not have the email protection I paid for.  What's going on?

I have followed the instructions provided by following the link and confirmed with my ISP that my email settings are correct - SMTP 465 and Pop 995.  For a while, I was able to receive emails with Outlook but the last time I opened the program I got the same error message as before (0x800CCC1A) and was unable to receive messages.  Moreover, when I access anything on the 'net now I get a message saying the security ceritificate isn't truUser-added imagested and do I want to continue using it.  See attached:

Unfortunately, running the repair protocol has not solved the problem.  As long as the web & email protection feature is enabled, Outlook will not receive incoming messages.  And, btw, the email settings link in your message is broken.

We're sorry to know that, Paul. The fix has been already released & you're still experiencing this issue. 
To ensure that all the services are running fine & the program is up to date, let us try repairing AVG once to check. 
Additionally, you can check the email settings configured in AVG & manage those setting by following the steps in this link

Yes.  When web/email protection is enabled, the problem persists.  My AVG is version  number 19.7.3103 (build 19.7.4674.524).  Outgoing emailas are not affected – only receiving.  I get a yello "send/receive error" notification on the status bar, plus a pop-up window telling me error 0x800CCC1A has occurred and advising me I should contact my ISP.
