Password protection turns off

this seems to be a common problem lately but 2 of my 3 computers, when either restarted or full shut-down and start-up, will drop the Password protection part of my package.I get an error like others have said that says I am not protected and when I get the error I need to turn on the password protection. I dont know if this is related, but I am also having times where 2 IP addresses are being blocked by my Remote Access Sheild as possible Brute force attacks and then at other times of the same day,these same IP's are allowed to pass. please help me with these issues.
