Pc tune up help after disabling and deactivating disables my computer

Sorry for the inconvenience caused.
We have to be careful while disabling the startup program of your PC because most of the startup programs will be related to the Windows Operating system and if you disable any of the necessary startup program of Windows your PC won't function properly.

After doing pc tune up, I took your recommendation to disable start up programmes and another to optimise my computer.  Having also done a full scan, and restarted my computer, I cannot now do ANYTHING, not even turn it off. Can You help me to put things back to how they were before please. Also, all the icons I had along the bottom have disappeared, and everything I try to open does nothing
