PC Tune Up suddenly doesn't want to work

Since the last Windoes update I cannot do any PC tune up or maintenance. I can see what % my PC is tuned up from the ZEN dashboard but it will not open. It went from 82% to 53% to 0%. I tried to call but I got someone with whom I could not understand and could barely here. Is there any way to communicate with these people through e-mail so we could understand each other? The Indian accent was too much. Can anyone help me?

I downloaded the paid version (it came with AVG Ultimate which I loaded on 7/23/2016) and I got a window that said INSTALLATION ALREADY IN PROGRESS  Another AVG installation already in progress (Error Code: 0xe001f921). I recall seeing that about a month ago. What do I do now?
