Photoshop Does not Start

Hello, I had both AVG Internet Security and Tuneup installed on our laptop until February of this year 2020.  I periodically ran Tuneup to keep our machine running as best it can.  We also used Programs such as Microsoft office suite, and Itunes regularily; the last time Adobe Photshop was used was August 2019.  In February of this year I cancelled the AVG subscription for both Security and Tuneup. I did the AVG uninstall as directed, however there are still remnents of AVG in the Program Files and registry and worst of all Photoshop does not start. this past week I tried to run Photoshop and I get the "Windows cannot find error". I can manually start Photoshop if I change the name of .exe file.

Searching the web I find I am not the only one that has/had this problem.

Please let us know if you've made any changes using the AVG TuneUp before uninstalling it (changes such as putting the background applications to sleep) & tell us from when this issue started occurring.
Also, if you could share us the screenshot of the error message you're referring to, it'd be most helpful.
