Pop-up window I suspect is Malware - anyone know what it is?

Please see my "profile" picture - keeps appearing shortly after I start my PC (Windows 10).

I have run Malwarebytes, Spybot and Defender scans (including offline) but nothing found.

Anyone know what it is?
