when i turn my avg off my port is open but when i turn avg back on it isn't, please give step by step guide in how to thanks

Please add exception for your port in AVG Firewall packet rules and check with connection.

You can try creating a new packet rule mentioning the remote port as 45638, direction as in/out, protocol as TCP/UDP & action as allow. Once you create a rule, you may need to move it to top of the list by using the option 'Move up'. However, please let us know whether you use any VPN services & how you found that the port number is opened while AVG is disabled. If possible, share us the screenshot of that page for better clarity.
