You can deactivate Kill Switch via ☰ Menu ▸ Settings ▸ Network Security. Uncheck the box next to Activate Kill Switch.

Even with the "Enable local device access when using VPN" checked, my printer will not connect. The message is that the printer is offline. When the VPN is turned off, the printer will then work. Any suggestions?
