We can check whether the problem is due to AVG or not.
Please refer this article (https://support.avg.com/SupportArticleView?urlname=Disable-AVG-Antivirus) and disable individual components of AVG.
After disabling each component, check the status with the local network connection.
Let us know which component of AVG is blocking the connection.
