Thanks for taking the time to answer my call for help. Also my apologies for my delay in responding.
Because I was anxious to find a solution, I did some searches on line and decided to reboot using a rebootable USB with Windows ISO. I was able to reboot the computer, update several drivers and remove a few "threats". Everything is working fine.

I have been an AVG customer for many years and never had a problem, except that I became upset with your Driver Update frequently trying to update drivers that did not need updating. So I uninstalled it last year and did not renew. Until a few days ago.
For several weeks I was having difficulty with Windows 10 automatic install. It would take quite a while to install, and when I tried restarting my computer, it would not start. Ctrl + Alt +Del would not work. I would have to turn the power off and back on again, three or four times, until Windows restores my previous installation.
I thought that the problem may be an outdated driver, so I made the decision to install AVG Driver Updater again. The result is that it now takes forever for the computer to start up, and when it does my taskbar is blank except for the Windows, Search and the Task View icons. None of which work.
I did remove all USB connectors and tried restarting but when the computer restarted, I got the same result.
I believe my next approach will be to use my Backup and Recovery drive, but since I think that I will lose all my data, I thought that I should check in with you guys first.
Hope someone can help me.
Firstly, if you have done any kind of installations, driver updates or something like that, including Windows updates, then I would recommend you boot into Safe Mode and undo those things. If you don't know how to boot into Safe Mode in Windows 10, here are a few ways you can use:

After that, depending on things you have done, undo all of them. In my opinion, this could be a result of Windows updates, which downloading and installing on your computer silently that you might not have noticed.
If you are able to log into your computer, but taskbar and other things don't show up, it could be the explorer.exe doesn't launch somehow. Try to press Windows + R and type: explorer.exe and then press Enter. It might help you to resolve this issue temporarily.
After that, you need to scan your computer for viruses or malicious apps, they could be the cause as well.
If you have enabled System Restore, I would recommend using it to roll back your computer to some previous working points instead of resetting the whole computer.
