Hello.

Ransomware shield is turning off itself. It appears occuring at startup. Tried reinstall AVG IS that doesn't work. Windows Defender is OFF. Subscription are ok. Windows 10. AVG version 19.3.3084 (build 19.3.4241.0)

Let's work together to fix it.
Open AVG Internet Security -> Menu -> Settings -> Components -> Ransomware Protection -> uninstall and reinstall it and check if that helps.
