To activate Ransomware shield : Open AVG Internet Security - Computer - click on Open below Ransomware protection & click on toggle bar beside it.
To activate Fake Website shield : Open AVG Internet Security - Payments - Fake website shield. 
Please clarify whether these 2 components are disabled on your program. If so, what happens exactly while attempting to enable them manually.
