I know what it is supposed to do and have no desire to move the file I question out of the virus vault.

The problem was still there after I rebooted so I rebooted again, this time with the computer isolated from my LAN and the Internet.  AVG once again found and removed a threat, still isolated from the Internet.  I now have a full scan in progress - it should take several hours as there are a number of external drives attached.  When it completes, I will reboot while off the Internet and the check Add/Remove programs and give the computer a while to settle down.  If AVG stays happy, I will reconnect to the Internet and see if my browser is free of pop-ups.

As I started the full system scan, I was checking Add/Remove programs and found a number (8 to 10) entries that looked suspicious.  I was able to uninstall several and the rest said they had already been uninstalled so I removed them from the list.  This is one of the things I'll check after the system scan is done and I reconnect to the Internet.

AVG IS 2015 on win XP Home identified this malware and said it had removed it, but it is still there after a reboot.  Need help!

Yes. You can try to Add / Remove programs, control panel

You mentioned that you get pop-ups, browser

It is important who exactly browser you use and get pop-ups
For example, if Google Chrome is recommended, -  Reset  browser
