Appreciate your efforts in sharing us the screenshot, Ann. We'd like to clarify this for you.
Since, AVG Firewall is turned off, Windows security center reports the same to you. This might happen if there are any other antivirus installed on your computer & they might conflict with each other.
Hence, please check & remove, if there are any other antivirus installed on your computer. If not, please try enabling Firewall in AVG & check if it helps.
To do so : Open AVG - Menu - Settings - Full protection - Enhanced firewall - Click on the toggle bar to enable Firewall.
