Restoring a file deleted fro Quarintine

Initially, please let us know what happens exactly while attempting to use runline commands. Do you receive any error message?
If so, share us the screenshot of it for better clarity.

AVG placed consent.exe in Quarantine and i deleted this file.believing it to be a virus.
Now can't Run commands in Run Box
How Can I get this file restored?
