Retrieving file from quarantine

I asked the technical support over the phone how to retrieve a file form quarantine (it wasn't possible and I got a message that it cannot be retrieved), then the support said he cannot do that unless I upgrade my subscription from internet security to include Secure VPN, Antitrack, Tuneup, and Driver updater. Do I really need to upgrade to take care of the quarantine issue?
