I have just spent over an hour with Apple trying to resolve this same issue. Bought AVG Internet Security (Multi-Device) January 2020 and since then I cannot access icloud using Safari so this bug remains. Mac is High Sierra 10.13.6 and eveb turning webshield off does not solve the issue. Firefox and Chrome both open icloud.
I've just spent 1.5 hrs with Apple support to fix the problem. I use MacOS High Sierra version 10.13.4. and Safari browser. When webshield is turned, on it blocks access to icloud.com. Other websites are fine and so is using Firefox to access icloud.com. Frustrating change which has wasted a lot of time.

Thank you for your quick response. It happened on both of my computers (a Mac Air and an iMac). Both are running High Sierra, version 10.13.4. The AVG is the free version 18.2. The Safari is version 11.1.

I uninstalled AVG and re-installed it from CNET. The problem is still there. Safari will not connect to iCloud.com when webshield is turned on. It will when webshield is turned off. Firefox will connect to iCloud.com when webshield is turned on.
