This isn't the usual behavior of AVG program. Let us check if this is caused by AVG or not.
Disable the AVG protection temporarily and check if you are able to access the application

We've experienced an issue with Sage Payroll 50 and AVG. It flags the exe for the program as Generic.IDP also on installations of Sage Payroll it flags the SETUP.EXE as infected. I made an exception to the file and it worked.
