I understand your concern. You can follow the below steps to uncheck the option to automatically choose to do a action in AVG scan.
Open AVG program->Scan computer->Settings->Actions->Uncheck "Automatically apply actions to the scan". Do this for all the scan settings and check if that fix this issue. If you face any difficulties after this, please let us know.

I have entered some of them into exceptions but I want to be able to add others I forgot about during a scan.

I finally found the settings to turn off automatically apply settings.
I get a window that says it quarantined a file I need. I found an option to restore it, but I want to be asked what to do.
