RESOLVED without your help.
AVG Anti-Virus Free indicated a new version had to be installed. I selected the button to update. The result was a mess! I got the "Your Internet Security trial has expired" window shown in an earlier reply in this thread. I removed AVG Anti-Virus Free and AVG Zen and then did a search on all files and folders containing "avg" or "AVG", deleting those that actually relate to your product. I also deleted many Windows registry keys for AVG.
I then installed AVG Anti-Virus Free, using the stub installer from [http://files-download.avg.com/inst/mp/Antivirus_Free_1817.exe]. On the first attempt after booting to scan a selected file from the Windows Explorer pull-down context menu, I again got the error popup saying that AVGUI.exe was not running. I again rebooted Windows. Before trying a scan, I used Windows' Task Manager and saw that AVGUI.exe was indeed running; but again attempting to scan a selected file via context menu, I again got that error popup.
I tried using a DOS script in my Startup folder to launch AVGUI.exe. No luck. I tried disabling and then re-enabling the registry entry that is supposed launch AVGUI.exe. No luck. After cleaning up all these tweaks, all of a sudden the problem disappeared.

I downloaded AVG_Clear.exe from [https://share.avg.com/steam/PSP/AVG2017/AVG_Clear.exe} and Antivirus_Free_x64_1818.exe from [http://files-download.avg.com/inst/mp/Antivirus_Free_x64_1818.exe]. Since I would be without AVG protection during all this, I disconnected from the Internet right after the downloads were complete.
I then ran AVG_Clear.exe and then Antivirus_Free_x64_1818.exe, installing AVG Free in custom location C:\AVG. When installation was complete, I restored my Internet connection and updated the AVG virus definitions. After rebooting my PC, the problem remained as reported in my prior message in this thread.
Now, however, I cannot run AVG Free at all. When I try any kind of scan, I get the window shown in the new attachment here.
I do not know how to determine whether my AVG Anti-Virus Free is 2016 or 2017. Here are the versions:
For AVG Anti-Virus Free, About gives 17.2.3008. The properties for file avgui.exe have both file and product versions of 17.2.3149.64. It appears that this was pushed to install on 17 March 2017.
For AVG Zen, About gives 1.162.2.62416. The properties for file avguix.exe have both file and product versions of 1.172.2.61689. It appears that this was pushed to install on 27 February 2017.
Windows 7 Ultimate SP1 (x64)
AVG Anti-Virus Free 17.2.3008
Why is it that, to scan a file, I have to select AVG from the pull-down context menu twice? I have to select it once to launch AVG and then a second time to start the scan.
Also, where do I find the log of AVG activity?

Hello David,
Thank you for the information. It seems that you have installed 2017 version of AVG Free. Do you mean that the scan in AVG starts only at the second click of AVG from the pull-down context menu? Thank you.
1. I select the file.
2. I right-click; the pull-down context menu has "AVG" with the file name appended. I select that.
3. The AVG Anti-Virus Free window appears, but I see no activity.
4. I repeat steps #1 and #2.
5. Only now do I see a scan followed with scan results.
