Upon further investigation I found that when running more than one anti-virus program AVG runs in "passive" mode which the case here. Therefore sked scans do not work (they did in older versions) and must be done manually.
Hello David,
Please be informed that we are performing a major migration from 2016 to 2017 version. Here is the AVG 2017 schedule scan preferences (http://support.avg.com/SupportArticleView?urlname=How-to-start-or-plan-a-computer-scan), please be informed that, your computer should be power up/turn on at the time of schedule scan to perform the schedule scan task.
Best regards,
Alok.
I have sked scans set up on 2 computers running Win 10 and AVG Ultimate. Neither one kicks off their sked scans.

Hello David,
I appreciate your effort in this matter. Yes, you're correct, if you run more then one Antivirus program then AVG will be in Passive/disabled mode. We do not recommend our user to run two antivirus programs at the same time. Because a competing antivirus program that is monitoring and sending information about your system tends to look like a virus, so it will attempt to block and remove each other.
Best regards,
Alok.
