I am happy to say it has been resolved. An update just came through and the schedule scan feature seems to be working. Thanks AVG team for correcting this issue!
On Monday April 3rd, 2017, my scheduled AVG scan ran and completed. I, also, had to install updates for the solution to be installed on my system.
I performed the following actions -
1 - uninstalled AVG protection per the document suggested
2 - uninstalled AVG per the document suggested
3 - There were no errors reported when running the uninstalls
4 - downloaded the Antivirus_Free_1817
5 - Installed Antivirus_Free_1817
6 - At 4 pm on Monday March 20th, I scheduled a scan to run at 1900 hours every Monday on my system disk
7 - 1900 hours came and went and NO scheduled scan was performed
That was a lot of wasted time. Hope any further suggestions work better that this last one.

I'm still having trouble with scheduling a scan to run weekly. Last week I scheduled a scan to run at 7 PM each Monday. The scan did not appear to work so I ran scan manually. This past Monday, at 4 PM I checked for scheduled scan in app and scheduled scan was missing. I scheduled another scan for Monday nights at 7. I checked Task Scheduler in Windows 7 Pro and found no listing for an AVG task. Checked PC at 7:05 PM and scan was not running. After an hour with no scan started, I ran the scan manually again.

In order for a scheduled scan to run, AVG needs to put an entry in the "Task Scheduler" under Windows. In checking the Task Scheduler, the only AVG task scheduled is "AVG EUpdate". There is none for the scan. AVG must not be entering a valid task scheduer entry or is not entering one at all.

After performing a repair of AVG & AVG Protection, and rebooting I get a pop-up that says "Your trial has expired. Buy now to get back your full protection" I'm using the AVG free version?!?!
I do not have the paid version of AVG.
