Thank you for your interest in AVG Secure VPN. Yes, you have to download/install/activate AVG Secure VPN on your computer.
You can follow the instruction to download/install AVG Secure VPN, after that you have to use AVG MyAccount credential (email address and AVG MyAccount password) to activate AVG Secure VPN.
