Should I create an exception rule for 169.254.1.81 or why is this blocked?

You should know what is using 169.254.1.81 address in your network and if all is working as it should. I don't recommend allowing traffic unless you know that it is safe.

I have been seeing these Automatic Private IP Addressing (APIPA) addresses showing up in the log.
Is there any reason to create an exception for these?
I am curious why they are blocked and what effect is this having on my system?
