Signed by signature missing

my PC is blocking me from opening outlook. it states 'signed by signature missing'?
how do I resolve?

Thank you for contacting us. Could you please right click on the MS Outlook shortcut on your desktop and select properties. On the properties window, please click on Digital signature tab to check for the certificate.
If it says unknown, please try to contact Microsoft to resolve the issue.
