We're able to access the Gif you've shared.
First, could you let us know if you have any other antivirus software installed in your computer other than AVG Antivirus Free?
Second, please repair your AVG Antivirus Free as mentioned in this article, restart your computer once and check if the issue persists.

I'm on a laptop with Windows 10 and AVG free.
Below I put an animated gif (hopefully supported by the forum) with the whole sequence, there are 7 screenshots.
Actually when I write frozen screen, I mean that the process of closing the scan takes 1 minute to complete, but actually the screen can still be closed with the X, but if I then reopen immediately after AVG, the scans will not be available until the procedure will not actually be completed.
I use COMODO Firewall in the version without antivirus, I tried to remove it and repair AVG, then I did a smart scan, and the waiting time for the scan to close was reduced to 16 sec.
Then I reinstalled CFW and ran smart scan again, and the waiting time for closing was about 20 sec. so it doesn't seem to affect much.
Reinstall didn't fix it either, I think I'll keep it that way.
Thanks for the suggestions, which still helped to halve the waiting time.
