Let me provide some steps please try it and check on the issue.
For your issue with AVG Scan please try Repairing AVG Internet Secuity (https://support.avg.com/SupportArticleView?l=en&urlName=repair-avg-antivirus&q=reapir) once and check on the issue.
Then, Your issue with AVG Secure VPN please try the below steps :
1. Press your window key and R key together and then type "appwiz.cpl" and hit "Enter"
2. Here you can see the list of installed applications on your PC.
3. Uninstall the conflicting VPN (If found).
4. Uninstall the AVG Secure VPN and click "Uninstall".
5. Now select repair and continue. 
6. Restart your PC.

I want to share an experience with you.
I had some trouble running the 'smart scan' , the second phase" virus and other malware" a few days ago.
It won't pass the second phase easily. Sometimes I need to stop it and re do the scan and it would go, sometimes the scan won't proceed. It stuck at the beginning of the second phase of the scan.
This morning , I changed my VPN location to 'U K, London', and it went through  without hesitation.
I changed the VPN location to North American locations , and it would hesitate.
Why is that?
At least there is a work around for now by changing the VPN setting.
