Stop unused programs from running

Hello Stuart,
We have an option to disable the unused programs using AVG PC TuneUp.
Please open AVG PC TuneUp > SpeedUp> background & startup programs > click sleep (if you want to disable the program) or click ignore.

When I purchased AVG I signed-up for a feature that stops unused tasks (? processes ?} from running until they are opened.  I cannot find the place where I activate that feature.  I thought it was part of PC Tuneup but I cannot find it there.  There are lots of unused programs that seem to be running and slowing down my system.  Can someone tell me where to find that feature?  Thanks
