In the end, the problem appears to have been that I created a WebDAV connection to my phone, and that connection was being scanned by the programs that I was opening. Once I deleted the WebDAV connection, the delays vanished. So, the delays had nothing to do with AVG at all.
And now, all of a sudden, it is scanning the same program again. It is as if it MUST scan EACH program at least ONCE every day, EVEN if the folder is Excluded. Annoying and frustrating. How can I turn this "feature" off entirely please.
The cynic in me is wondering if AVG is pushing me (us) to purchase the Tune-Up module by slowing down response time? The response time now is ridiculous. I have heaps of memory and disk space, and have very little installed, so that shouldn't be a problem…

About a week ago, programs that used to launch in the blink of an eye sometimes take 30 seconds to launch. At first, there were messages visible saying that the programs were being scanned, but that has stopped. I have added the path to the EXE to the Exception list, but that has not helped. Have there been any new "features" added to AVG recently which could account for this annoying and unnecessary slow-down?
Thank you for your help.
When I click Change, I am told that I cannot uninstall AVG unless I first uninstall AVG Protection. I have NO idea what the difference is (between AVG and AVG Protection), nor whether I should try to repair AVG Protection or remove it. Some more help please.
OK Jon, No probs… Pleased to see that you appear to be now sorted. Thanks for returning to the Community & posting.

That did the trick! Thank you!
Hi Jon,
We apologize for the inconvenience caused, please select the AVG icon on your system tray right beside your clock and Right-click on the AVG Icon and then click on ON to turn it "OFF". Also try adding the file to all the exception modes and check once.
Thank you!
One thing that REALLY pisses me off about the AVG scan is how stupid it is. I run my image viewer and AVG scans it. Then, one minute later, I run the same EXE, which has not changed at all, and AVG scans it again!. Why not store a hash of the EXE and avoid scanning if the EXE has not changed? What a huge waste of time.
And now when I run the program, it loads instantly. How puzzling and erratic.
Jon, i dont think you want to disable the scanning of your exe files. That is not a good idea. You have something else going on causing that problem. If you think it is avg, suggest you do a complete uninstall of it and reinstall. I do not know which avg program you are using so i am unable to assist you any further.
Hi Jon,
Could you please confirm once if your issue has been resolved?
Thank you!

The last scheduled scan was 12 days ago. And what does scheduled scans have to do with AVG scanning local EXEs every time they are executed? I do not believe that your recommendation has any merit. Besides: nothing in that link explains how to turn off scheduled scans.
