Supposed Trojan comes back 2 years later?

AVG keeps pulling up a trojan from C:\Program Files\WindowsApp in which it is an admin locked folder named 8637maximilianshils.mitmproxy

User-added image

As seen in the above, this has been popping up for the past few days as a trojan however in 2022 towards the bottom of my Quarantine list, it popped up with less frequency in 2022 and went dormant?

I've searched up and down over the internet and see no mentions of this as a trojan, advice would be appreciated because it is now asking me to restart my computer daily just to move this item to Quarantine.
