This happens when you are using a guest account where administrator would have blocked permissions for performing actions.
If you aren't using a guest account and still getting this prompt, contact Microsoft and get help on how to disable this feature.

When I'm trying to download new apps or uninstall apps or programs, this shows up…"this action requires administrator permissions". Kindly advise how I can correct this issue?
