Thank you for the help Santhosh, Dinesh, & Rakshith. I have submitted the false positive request and have gotten a reply saying that the detection was indeed incorrect. The email also said that it has been removed in a recent AVG update and to wait for 24 hours. Now I just have to make sure everything is up-to-date and see if it will still come up after 24 hours.
I will give an update here after the 24 hours is up.

I forgot to mention, since I suspected that it's just a simple but safe thing because of my wifi modem router (Totolink) so I tried including the link in Exception but the Threat secured pop up still comes up. I also tried including the svchost.exe in the Exception as well but the Threat secured pop up also still come up again and again.
