I can understand how difficult this is for you. Firstly, check DNS records of your computer and also router including hosts file on the computer. Then review installed programs and browser extensions and remove those you don't use or don't recall installing. By this way, you can remove the program causing this issue. Today I started getting a pop up that AVG secured a threat from
URL:Mal in http://209.15.13.134/wpad.dat
C:\Windows\System32\svchost.exe
And this fil was safely locked in my quarantine.
I scanned the whole computer and that specific file did not show up so I was not allowed
to removed.
I rebooted.
Not but 2 minutes after the reboot the pop up showed up again.
What is going wrong and how do I get rid of it?

I'm having this same issue. I've removed all temporary files and reinstalled AVG and the pop ups still persist. There is no posted solution here other than AVG emailed someone privately.

We can understand your concern. Please follow the below instructions to uninstall and reinstall completely:
1. Download and run AVG Clear tool: https://share.avg.com/steam/PSP/AVG2017/AVG_Clear.exe. This tool will help with removing antivirus component of AVG 2017 and its traces.
2. Open tool
3. User Account control - click "Yes"
4. Windows safe mode - click "No" (we cannot recommend use the tool in safe mode, because there is a problem with compability)
5. Choose installed version (AVG Free, AVG Internet Security)
6. Click "Uninstall"
7. Click "Restart computer" (1/3)

Here are the instructions:
1. Press (Windows key + Letter R) to open the run command.
2. Type "temp" and click Enter. Select all the files and delete them (NOTE: You may skip the files which are not getting deleted)
3. Open the run command again and type "%temp%"
4. Select all the files and delete them. (NOTE: You may skip the files which are not getting deleted)
Once the temp files are cleared, run the scan using AVG. Please follow the instructions and feel free to contact us for further help.

To STOP the Annoying popup from AVG without blocking the virus scan JUST GO TO
AVG dashboard… click on COMPUTER, click on the Settings icon on the right side , then CLICK on TOOLS , then chosse - SILENCE AVG NOTIFICATIONS … it will stop the POP-UP without disabling any important functions of AVG security…
I read the above comments… and sound like the AVG tech was running you around with tasks for no-reason!

I am not sure adding an exclusion is the right thing to do. This appears to be an actual virus. The same issue is appearing for various processes and downloads of wpad.dat from various known malicous IP addresses. It has so far tried to download wpad.dat using svchost.exe, Microsoft Keyboard Center, Chrome and Paint.Net (I don't have the exact exe names, but remember the application names from the warnings).
This is not normal to download wpad.dat from a foreign source. Running SpyHunter as a secondary check catches executables that I am not starting being started and trying to download wpad.dat. This is not normal behaviour.

I am sorry to hear that the issue persists in new computer as well. I have emailed you a link to collect error logs from your computer please follow the same and the logs will be analysed by the senior team.
9. Open AVG_Remover.exe (http://download.avg.com/filedir/util/AVG_Remover.exe)
10. User Account control - click "Yes"
11. Click "CONTINUE"
12. Select all products, and click "Remove"
13. Click "Restart" and restart PC
14. If is displayed dialog window (Open file – Security Warning) after restart, click "Run" and let AVG Remover remove traces
15. If is AVG Remover asking for restart PC, restart PC again (2/3)
