Below is my orginal question and email answer I received. Followed directions and an still have the same issue.
Original question:
I am having a problem be able to download my POP email. I have to sign in and out numerous times before my email will download. If I turn off AVG it seems to work better but not consistent. Yes all my POP settings are correct and it is not a problem on my internet servers end.
I am thinking it is a problem with AVG internet security program. S o how do I modify the firewall components. I hope this fixes my issue.

Hello Andy,
We will help you sort it out. I request you to change AVG Firewall network profile to private (open AVG Internet Security > menu > settings > components > firewall > customize > network profile > change all the network public to private), please go to Firewall customize settings again > scroll down > click on system rules > enable all the system rules if it's not configured, please click OK and check if you can access the email attachment with enabled AVG Internet Security.
Regards,
Alok.
