Tuneup and zen won't run

microsoft surface 3 recently upgraded from window 8.1 to 10, but the problem started before the upgrade. pctuneup will not open. the window opens and there is just a spinning icon forever. i have uninstalled  and reinstalled zen, pctunetup, and avg protection repeatedly and run the avg remover tool repeatedly, it's the same behavior every time: protection and privacy/identity install fine, but performance gets to exactly 83% installed in the zen window, but the pctuneup window just spins and spins for hours until i stop it.

​i have had this happen on three other windows devices since i bought 'ultimate,' so i know the drill. you give me a case number so i can chat with a 'senior' engineer, who will do a remote session to my pc for a couple of hours and repeat all the steps i've already done,and get the same results, then he'll collect some logs from my machine. a couple of days later he'll tell me "yes, it's  a bug that will be fixed in the next release." theni'[ll never hear from anybody about the issue again. then one afternoon a few weeks or months later i'll decide to give it another shot, and it will work.

​let's get the ball rolling on that process, please.

There is no error message. There is just the big black performance/pc tuneup window, with a small, spinning white circle in the center of it, For as long as I let it spin. Please provide with my case number and instructions to start the logmein chat with an engineer
