I had the same problem until I found this.
This morning the appearance of a shortcut to AVGUI.exe on my desktop tells me that AVG Free has downloaded and installed a new version of itself on this Win 7 Pro laptop. An 'x' in a red circle overlaying the AVG icon in the system tray tells me there's a problem – and indeed there is. If I click on the system tray icon I eventually get a plain window reading: "UI Failed to load. This is really embarrassing. AV service is not responding."
There are two buttons: 'Exit' and 'Restart Service' but the latter achieves nothing but (eventually) a repeat of the current situation.
I have tried an AVG self-repair via Control Panel > Programs and Features > AVG Antivirus Free > Change > Repair > (wait for repair to complete) > Reboot, but this too achieves nothing. It would appear that the latest version of AVG Free is unusable on this PC.

I had the same problem until I found this.
OK … all done. And at a quick check AVG Free seems to be functioning correctly.
Not entirely without problems: The clear tool seemed to hang for a very long time with the progress bar at 100% before the program finally closed itself. And at one point the repair tool produced the following dialog:
This time I clicked OK, and waited, and eventually the program completed.
Reinstallation of Visual C++ and AVG Free didn't produce and problems.
