I 1st thought I had it fixed after doing a complete re-install but the fix only worked if you did not activate the Hacker's module. Activating it will cause the failure to load UI again upon rebooting. As it turns out there is no need to re-install. The latest updates for 64 bit Windows 10 Pro (my OS) and AVG seem to have a problem working together. The fix that worked on both my PC is relatively simple
Control panel >programs>Programs and features>AVG>change>change>uncheck Enhanced Advance firewall> CHANGE>DONE> REBOOT. The "privacy" module seems to be off by default so it has to be installed and the PC rebooted for it to take
