You can try to connect to the bank web site from a different web browser like Google Chrome or Firefox and see if you are able to access that website. I use Internet Explorer 11 and run windows 7 on the desk top.
I also have a Samsung tablet
Over the last few days I have not been able to access the website for my bank on either the tablet or the PC. I am able to access the site on a computer at work and also rang the bank to see if they had any known problems. They didn't and I was able to access the website from a work computer which means the issue is with my home set up. The only common denominator with the PC and Tablet is both use IE11 and both have AVG security.
Any suggestions as to how I can fix this.

Thank you for this info. I did try via firefox but no luck. I decided to reset the router to see if that would work and thankfully it resolved the issue. Thank you for your assistance.
