Unable to re-enable or even start AVG back up

This isn’t expected behavior. We’ll work through fixing this together. Please repair your AVG Free Antivirus as per the steps mentioned here and check the status. Also, it is advised not to keep more than one anti virus program on your computer because it keep conflict the other anti virus from installation and protection. Hence I request you to use only one Antivirus product in your PC.
Thanks. I was able to restart into Safe mode with networking, and also able to download the Clear and Remover executables. However, when I tried running the Clear executable, I experienced the same symptoms as before when trying to access/run anything AVG-related. I.e., after double-clicking on the Clear executable, the cursor changes to the 'pointer+timer" for a brief moment, but then nothing else happens, and then the cursor changes back to the pointer. I tried this for both the Clear and Remover tool and experienced the same results.

So it appears something is clearly suppressing anything AVG-related from running.

I don't know if it helps, but I ran Process Explorer and found a few more suspicious processes running:

1) mbnkaux.exe, whose parent is --

2) winrbez.exe, whose parent is --

3) zaitvsdsvc.exe, whose parent is services.exe.

Is there anything else I can try at this point?

I had temporarily disabled AVG protection, and unfortunately believe that resulted in my PC getting infected with some malware/virus, which is now preventing AVG from running. The Windows Defender security center says "Actions are needed in AVG Antivirus", but when I click the link to "Open AVG Antivirus", nothing happens. Also, when I try to run "AvLaunch.exe" directly, nothing happens either. 

I was able to open and run Malwarebytes, which detected 180 threats that I removed, and then rebooted. (I'm running it again right now and it's detecting multiple objects again.) However, I noticed some weird behavior on my PC was still occurring, so I checked my task manager and found some odd processes, particularly multiple instances of "Birdseed.exe" and "Localised.exe". I tried to kill them all, and also deleted their .exe instances wherever I found them hiding on my computer. I do notice that "Localised.exe" does keep appearing and running once in a while though (from the AppData\Local directory), even though I keep deleting it.

There is still one suspicious background process, "zaitvsdsvc.exe", and while I can kill it, it starts up right away again so I am unable to delete the actual executable.

Any assistance you can provide would be much appreciated. Thank you!

Bala: there is no message to screenshot; after I double click  the installation file, my mouse pointer turns into the ‘timer’ icon momentarily, then then reverts back to the usual arrow icon. Nothing else happens, no windows open, no error messages, etc.
Kevin, I did read that you weren't' you able to run AVG Clear in safe mode, but requested you to try it again.

Could you run AVG clear again in safe mode and check whether you see progression?
We assure you the removal of Chrome browser shouldn't be due to the process that we followed here.
Bala: I am running a system backup now which will take several hours, but in the meantime in response to your request for me to run AVG Clear in safe mode 'again' -- just to clarify, I was not able to successfully run AVG Clear earlier at all. As I mentioned, something is preventing any AVG-related installers or programs or executables from running, even in safe mode.
Okay, try to run  AVG remover and Clear tool once again.
If it doesn't repond, get connected to our additional support for which an email instruction has been sent.
If the email is not found in inbox do check in spam and junk folders.

Thanks. When I try the steps you outlined, I get stuck after clicking 'Change' -- I get the usual prompt asking if I want to 'allow the app to make changes to my device', but after I click on 'Yes', it thinks for a bit, but nothing happens. It appears to follow a similar pattern of the viruse blocking/killing/suppressing any AVG activity.
