Unable to send email from incredimail

RPODUCT IS VPN BLCCKS SENDING OF EMAIL FROM INCREDIMAIL - TURN IT OFF AND EMAIL SENDS LIKE GANG BUSTERS AND THE BACK "ON" EMAIL WILL NOT SEND UNTIL VPN IS TURNED "OFF" AND THE IT SEND. 
I AM HAVING PROBLEM WITH WENDING EMAIL FROM INCREDIMAIL AND THEIR TECH  SUPPORT SENT THE FOLLOWING MESSAGE TO ME

I CANNOT FIND ANYWHERE THAT I CAN VERIFY THAT AND APPARENTLY THIS IS THE KEY TO INCREDIMAIL WORKING OR NOT.
