Unable to set "private" on a users network in the firewall

Hello, I am using the AVG cloud console, and the AVG Business version 20.7.3140 (build 20.7.5568.613). I have a user that is using their computer over broadband, and through a VPN.
The AVG firewall is blocking the ability to see windows folders on a remote server through the VPN. I know this because when I disable the firewall it allows the connection through. The broadbands network profile is set to "Pubilc". I have tried to set it to "private" but whenever I do, I click OK and it reverts to "Public" again. We use the AVG cloud console to control the policy of the users. There is a setting in the AVG cloud console in section "Policy->Windows Workstation->Firewall" that says:- "Default profile for undefined network->Users can choose profile" that is set, which sounds like it should let me change the profile, but in practice does not. There is also a setting that says:- "Disable the new way of controlling the network profiles (available from AV 19.3 and newer) by the console and let the local user control it completely. The restart is required to propagate change of the settings on the clients computers. The rest of the firewall settings remains controlled by the console." that sounds like it contravenes the "users can choose profile" setting. Which is correct? How can I set the users broadband network to be private?
