Unable to Turn On any Shield

I've seen many posts about this issue but never found a solution. 

I have the free version of AVG AV and I'm unable to turn it on. I see the "shield" is off but I'm unable to switch it. Have tried multiple repair installs as well as complete removal and reinstall. How does one fix this? Windows 10 & Win 11 with newest AVG version.
