In my question, I mentioned that I had no other software running.
I used the remove software and successfully uninstalled the software
I then downloaded and reinstalled AVG successfully.

We regret for the inconvenience caused. Please check whether you have installed any other conflicting applications like McAfee, Avast, Norton etc… on your PC, If so please uninstall the conflicting applications.
If not, please click this link http://aa-download.avg.com/filedir/util/AVG_Remover.exe to download and run the AVG Remover tool to remove all the traces of the AVG.
1. Please select the AVG products which are shown in the remover tool window and then start removal process.
2. After the remover tool process is successfully finished, restart your computer.
3. After the restart, manually delete the AVG Remover folder in the C drive of My computer.
I am attempting to re-install AVG Free AntiVirus, from your website.
I'm on Windows 7 Pro (64-bit) and no other anti-virus software has EVER been installed on my pc.

- Once uninstalled download the installation file using the link : http://www.avg.com/download to reinstall your AVG program.
5. Run the downloaded file to start the installation process.
6. Follow the instructions on your screen.
7. Complete the installation and restart your computer.
