Well I can't say whether it worked or not as I removed the vault by using "Process Explorer" to detach it from any process that was using it. Since it's a hidden file, normally, it appears only explorer.exe keeps it locked by default.
I also removed remaining folders in ProgramData.
So whether the AVG clear tool worked (in safe mode), that cannot be shown anymore. But I'll keep it in mind in case I re-install AVG again.
However, for your programmers, notice the AVG uninstall feature (not Remover Tool), also did not remove the AVG map in ProgramData. So a little bit of work is needed in that respect.

I just uninstalled AVG Free, but a folder named $AV_AVG is still present on the drive where AVG was installed. Even after rebooting it's still there and in use, so I can't delete it!

In fact, AVG_Remover didn't even recognize that AVG antivirus was installed!
I've deleted the vault by unlocking it using ProcessExplorer.
