Please open your Internet Explorer and click "Internet Options", you will see "General, Security, Privacy, Content, Connections, Programs and Advanced". Please click on "Advanced" and scroll down, you will see "Use SSL 2.0, Use SSL 3.0, Use SSL 1.0, Use SSL 1.1, Use SSL 1.2", please tick all these boxes and click OK. Now try to update your AVG PC TuneUp, you won't get any issues.
I have problems updating AVG Tuneup. Closed firewalls in Windows 8.1. It works not anyway.
