URL Blacklist Pop-up

Hi,
I've been getting a URL: Blacklist pop-up literally every 2 minutes. I have reset all my browsers, run full system scans and deep scans using AVG, done multiple restarts of the laptop (Windows 10), even changed the DNS on my laptop and my router and blacklisted the said URL from the Command interface. The issue still persists. Please help. Can't keep closing the pop-ups every 2 minutes.
