What do we do at this point if our settings menu doesn't have the 'components' tab? I am trying to figure this out.

You must be able to navigate to Components page by clicking on Menu on AVG Antivirus free window. It is strange that Menu does not give you a drop down menu. I would suggest you to uninstall AVG completely and reinstall it. Download and run AVG Clear tool: https://share.avg.com/steam/PSP/AVG2017/AVG_Clear.exe. This tool will help with removing antivirus component of AVG 2017 and its traces.
Open tool
User Account control - click "Yes"
Windows safe mode - click "No"
Choose installed version (AVG Free, AVG Internet Security)
Click "Uninstall"
Click "Restart computer".

Installed AVG Free several weeks ago, installed Basic Protection (Computer, Web and Email) on a Vista SP! machine:
AVG Antivims Free version: 17.5.3021
AVG Framework version: 1.214.18613
AVG Setup version: 1.214.3.8613
It worked fine until last night, when it blocked all email from downloading, and I got the WinMail error message "can't connect to server" every time it tried to receive email - no problem with outbound email. I opened the user interface to see if I could disable email scanning, but the "Menu" on that page is inactive (Page 1 of attached JPG). Then I opened the main GUI (Page 2), clicked on "Menu", and only got the selections show - no way to disable email scanning, can only turn AVG totally off or totally on. While researching the problem, I found some threads here where others posted images of free installations that show many branches of options, so why can I not see any of them? Note: I ran the AVG repair tool, and it fixed the email download problem - second issue - was the program auto-updated overnight or otherwise changed somehow that it blocked all email from Comcast from being downloaded?

I request you to click on the menu button in AVG Free Antivirus window which is page 1 (from the screenshot). However, please open AVG dashboard > click on Free antivirus > click on menu button on AVG Free Antivirus window, page 1 (from your screenshot) > settings > components > Email protection > customize.
