I tried turning off the firewall as you suggested, but the connection still wouldn't work.
The problem seems to be intermittent - occasionally it will open web pages, then fails again. 
I know the wifi itself is fine, because I'm using it on my phone.

I am trying to use a public wifi connection, but AVG is blocking the connection. 
I can start using the public wifi, but then it fails. My computer tells me that I am connected to wifi, but my web browsers will not connect. 
The public wifi uses cookies

I am using Windows 8.1 and AVG 2015 

Are there some settings I need to change?
