Please try connecting to P2P servers (locations) in AVG Secure VPN & let us know if it helps.
You can click on Change location in AVG Secure VPN & then find P2P servers in left pane.

installed AVG VPN now I cant download utorrents 
Do I need to add an exception somewhere

If you've tried connecting to P2P servers & still the issue persists while downloading utorrents, we'd suggest you to try connecting to streaming servers (locations).
