Apparently there was a recent update. Since then, I've been unable to send email from either Outlook or directly from my ISP's website. I can receive fine. When I called my provider, they said the IP address was on the blocked list and had me go to Spamhaus to remove it (69.73.28.244). Still didn't work. They escalated it up the chain. I went and turned off the VPN and could send fine. Turned it back on and it was blocked. When I changed cities, I could send OK again. Please go bug hunting. I have enough trouble between my ISP and Gmail as it is, I don't need extra "help".

Yes, switching to Atlanta has fixed the problem so far. The article you directed me to doesn't exist. I also find that VPN causes me problems with some government websites. Some sites I have to turn it off and some sites I have to turn it on. Thanks!

    3. I had it set for Dallas, TX and it wouldn't work. I now have it set for Atlanta, GA.

Would you be so kind to clarify whether switching to Atlanta allows you to send emails?
